This advertiser policy explains what is not allowed on ad:personam and what content needs enhanced review before launch. Following these rules protects users, inventory quality, and campaign performance.

If your ads, landing pages, or targeting setup break these requirements, your account may face immediate enforcement, including campaign rejection, spend blocking, or immediate account suspension.


What Is Not Allowed

The following content and practices are prohibited:

  • Illegal products, services, or activity, including content that teaches or enables criminal behavior
  • Hate speech, harassment, bullying, threats, or exploitative content
  • Graphic violence, explicit sexual material, pornography, or shock content
  • Weapons, ammunition, weapon parts, illegal drugs, or drug paraphernalia
  • Counterfeit goods, piracy, copyright infringement, or other intellectual property abuse
  • Malware, spyware, deceptive software behavior, forced downloads, or harmful code
  • Misleading claims, impersonation, false pricing, fake scarcity, or deceptive ad experiences
  • Cloaking, bait-and-switch destinations, or attempts to bypass review controls
  • Incentivized clicks, paid downloads, click manipulation, bot traffic, or other non-organic traffic schemes
  • Blank, broken, or low-value landing pages with little useful content
  • Any ad experience that violates privacy or data-consent obligations

Political Advertising Restrictions

Political advertising is prohibited in the European Union (EU) and the European Economic Area (EEA).

Outside those regions, political campaigns may be reviewed case by case and require strict verification, legal compliance, and additional controls. Content framed as informational can still be treated as political advertising if it attempts to influence voting behavior, public policy, or regulatory outcomes.


Restricted Categories Requiring Extra Approval

Some verticals may be conditionally accepted only after enhanced verification and legal review:

  • Alcohol and alcohol-related services
  • Gambling, betting, casino, and lottery offers
  • Pharmaceutical and health-related products or services
  • Financial products, lending, investment, crypto, and advisory services
  • Regulated sectors that require licensing, registration, or authority approval

For these categories, advertisers must provide complete documentation, lawful disclosures, and targeting safeguards (for example, age-gating, geofencing, and audience exclusions where required).


High-Risk Verticals (Priority Review)

The following verticals are considered high risk and are commonly blocked or heavily restricted:

Rewarded/Incentivized Apps

Offers that promise points, cash, rewards, or other incentives in exchange for clicks, installs, or actions are treated as traffic manipulation and non-organic engagement.

Sweepstakes and Lead Generation Offers

Gift card entry flows and sweepstakes-style funnels are often flagged for misleading claims or aggressive data collection. These campaigns typically require direct brand ownership and strong proof that user data is collected lawfully and transparently.

Medicare and Finance

Healthcare-adjacent and financial campaigns are highly regulated sensitive sectors. Without advanced certifications and robust compliance documentation, these campaigns are generally restricted or rejected.


Enforcement and Account Risk

Policy breaches are treated as a serious platform-integrity issue. Depending on severity or repetition, enforcement can include:

  • Creative disapproval
  • Campaign pause or removal
  • Spend restrictions
  • Domain or advertiser blocking
  • Immediate account suspension in high-risk or repeated-violation cases
